What it is

Sixteen questions across four role tiers, each scored and interpreted on its own. The questions ask what competence each group actually has and what you could produce to show it: what was assessed, what was provided and to whom. An obligation of effort is met by evidence of effort, so a group with real competence and no record still scores as a gap.

It is for whoever owns the literacy duty in practice: the internal AI owner, the head of HR or learning, and the compliance or risk lead who would have to answer for it. Run it once to find the weakest tier, then again after you have closed a gap, since the evidence is what changes rather than the intent.

How it works

Answer for what you could produce on request rather than for what was intended or discussed. Each tier scores out of sixteen and returns its own band, so a well-briefed board does not disguise contractors nobody has thought about. Start with an inventory of where AI sits and who touches it, because you cannot size literacy for people you have not identified. Take the weakest tier and close one gap at a time, keeping the dated record as you go.
  1. Inventory first. Map where AI sits, who operates it and who relies on its output.
  2. Score each tier for evidence, not intent. Competence you cannot show is competence you cannot defend.
  3. Close the weakest tier first, and keep the assessed, provided and to-whom record current as you do.
