What it is

A short guided decision that takes you through up to four questions: whether a product on the market already meets your need, whether the system would touch a decision about a person, whether you hold the capability to build and maintain an AI system over its whole life and whether your data supports it. Each route ends in a recommendation with the obligations attached to it.

It is for the people who own the decision before procurement starts: heads of operations, IT and digital leads, and the internal AI owner asked whether to buy or build. It is also useful in reverse, as a check on a route already chosen but not yet signed.

How it works

Answer each question as your organisation actually is, not as you intend it to be. The tool branches on your answers, so most people reach a recommendation in three questions. The result names the route, the role it puts you in under the EU AI Act and the work that role brings, so you can take it into a business case rather than a conversation about preferences.
  1. Define the gap. Write down what the system must do before you look at any vendor.
  2. Check the market. Establish whether a product does the job as its vendor intends it to be used.
  3. Test your capability honestly. Building includes testing, documenting and monitoring for years, not shipping once.
  4. Check your data. Volume, quality and lawful provenance decide whether building is even possible.
  5. Read the role, not just the route. Each option carries a different set of obligations.
