What it is
Sixteen questions across four role tiers, each scored and interpreted on its own. The questions ask what competence each group actually has and what you could produce to show it: what was assessed, what was provided and to whom. An obligation of effort is met by evidence of effort, so a group with real competence and no record still scores as a gap.
It is for whoever owns the literacy duty in practice: the internal AI owner, the head of HR or learning, and the compliance or risk lead who would have to answer for it. Run it once to find the weakest tier, then again after you have closed a gap, since the evidence is what changes rather than the intent.
How it works

- Score each tier for evidence, not intent. Competence you cannot show is competence you cannot defend.
