What it is
A short guided decision built on the European Commission’s Cloud Sovereignty Framework, which grades providers from SEAL-0 to SEAL-4 across eight sovereignty objectives. Up to three questions about your organisation and your workload lead to a target level, with the contractual and technical evidence you should demand at that level and the claims to challenge.
It is for anyone writing or reviewing a cloud tender: procurement leads, IT and infrastructure owners, and the compliance or legal reviewer asked to sign off a sovereignty claim. Use it before the specification is drafted, and again when a vendor response comes back.
How it works
- Scope the workload. Sovereignty is decided per system, not per organisation.
- Set the target level. Decide the minimum SEAL level before you look at any provider.
- Write it into the specification. A target that is not an award criterion is a preference.
- Demand evidence, not assurance. Ask for the contract clause, the sub-processor list and the key control arrangement.
- Challenge the language. Residency, an EU subsidiary and a sovereign product label are not sovereignty on their own.
